Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes:
Providing staff level advice is provided in a wide range of manpower areas such as manpower studies, manpower determinants, UMD maintenance, POM initiatives, contingency and mobilization requirements relating to manpower authorizations, review and coordinate on civilian/ART position description documents and hiring actions, support agreements/MOAs and MOUs, Manpower Change Requests and other special programs. Provides authoritative guidance, advice, and policy interpretation to high level management officials, program managers, and other manpower specialists in manpower offices across the MAJCOM on developing solutions to especially complex problems of program improvement in one or more manpower specialties as well as implementing and administering various manpower programs across MAJCOM wings/installations and organizations. Assignments include trouble-shooting complex and sensitive problems and issues requiring a mastery of advanced manpower principles, concepts, practices, laws, regulations, and a wide range of analytical methods and techniques to resolve manpower problems not susceptible to treatment by standard methods. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of DoD regulations, executive orders, AF regulations, policies, directives, instructions, and concepts governing manpower functions such as manpower studies, manpower determinants, UMD maintenance, POM initiatives, contingency and mobilization requirements relating to manpower authorizations, review and coordinate on civilian/ART position description documents and hiring actions, support agreements/MOAs and MOUs, Manpower Change Requests and other special programs. 2. Knowledge of advanced manpower principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various manpower disciplines as well as seasoned consultative skill sufficient to resolve complex manpower problems not susceptible to treatment by standard methods. 3. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures. 4. Knowledge of organizational functions across a major military command or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving manpower and areas such as UMD management, and other special programs that brings program policies and operations in line with higher level vision, goals and objectives. 5. Skill in conducting reviews and analyzing and assessing manpower program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 6. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. PART-TIME OR UNPAID

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
