Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge in Asset Management Principles and Practices as it applies to Operations Management and Requirements and Optimization activities. Knowledge of CE work control, customer service, operations/maintenance management procedures, and functions and procedures of each type of CE work centers. Knowledge of AFIs, practices, and procedures pertaining to CE operations and ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations, and recommend timely and economical solutions. Knowledge of Computerized Maintenance Management and Sustainment Management Systems, system capabilities, economic usage to effectively accomplish assigned functions, and proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook). Ability to manipulate data use macros and formulas, pivots tables and charts, perform data analysis, and build effective presentations. Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities; real property management; and economic usage to effectively accomplish assigned functions. Knowledge of analytical and diagnostic methods, procedures, and principles, and surveying methods, equipment, and techniques of measurements to identify project requirements. PART-TIME OR UNPAID
