Experience:
GS-07:
One year of specialized experience which includes experience assisting/supporting in a human resources office, completing and reviewing a variety of human resources forms for relevance and accuracy, applying human resources principles, and practices to advise on and/or resolve non-complex, non-controversial, well-precedent factual, procedural, and/or recurring issues. This definition of specialized experience is typical of work performed at the GS-05 grade/level position or equivalent in the federal service. OR Education:
One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE:

One year of specialized experience which includes experience with and knowledge of classification concepts, principles, and practices related to federal position management, design and maintenance, structuring technical organizations and positions for mass reorganizations and realignments, and preparing official written classification products such as classification evaluation statements, classification metrics, and classification reports. Includes experience in classifying positions for organizations that are somewhat complex. Reviews and prepares documentation for classification audits and advisories. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service. OR Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE:

One year of specialized experience which includes a technical knowledge of classification concepts, principles and practices related to:
federal position management, design and maintenance; structuring highly technical organizations and positions for mass reorganizations and realignments; preparing official written classification products such as classification evaluation statements, classification metrics, and classification reports; experience in classifying positions for organizations that are complex and dynamic; and reviewing and preparing documentation for classification audits and advisories. This definition of specialized experience is typical of work performed at the GS-11 or above grade/level or equivalent position in the federal service. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This position is covered by the Luevano Consent Decree. Selected applicants at the GS-7 grade level will be required to take and successfully pass the Administrative Careers with America (ACWA) assessment. Should you be required to take the ACWA assessment, you will be given further instructions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 90 day rosters, applicants within 90 days of completion of the TIG requirement are encouraged to apply. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic Federal HR classification techniques or the full range of Federal classification and position management principles, concepts, practices, and techniques and of the basic relationships of the various HR disciplines. 2. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex position management problems. 3. Ability to identify instances of poor position management. 4. Ability to consult effectively and maintain effective relationships with management officials, supervisors, employees, co-workers and others, to ensure cooperative resolution of problems and provide effective coordination of activities. 5. Ability to express ideas and concepts in reports and briefings, ensuring understanding and acceptance of findings in reports of special studies or projects. 6. Ability to work as a member of a team. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
